Records Clerk-Receptionist Butte County

General Requirements

The Records Clerk-Receptionist must maintain a good personal appearance and is the person who is in charge of the operational records and maps of the District. Anyone hired in this position must be able to take incoming phone calls, prepare service requests and be primarily responsible for handling other verbal communications, such as radio operations. Accurate typing, with a speed of 40 words per minute and ability to make accurate hand and machine calculations is required, as is the ability to learn to operate the offset printing press and computer (data processing). An ability to organize record keeping and retrieval systems is also required. In cases such as illness, and on a short term basis, the Records Clerk-Receptionist is expected to be able to handle the major responsibilities of the Office Manager for financial record keeping and disbursements.

Physical Requirements
  • Typing skills and office machine operation skills listed above are required.
  • The ability to lift file boxes weighing up to thirty pounds is required.
  • A pleasant telephone voice is required as is the ability to present a neat appearance, and to work under pressure.
  • Computer competence is required
Other Requirements
  • A person hired in this category is expected to perform other miscellaneous activities as the District program requires.
  • Possession of a valid California Driver's license is not mandatory but highly advisable, due to the District Office location.
  • The Records Clerk-Receptionist may be assigned other tasks, as the District program requires.
  • No outside employment is allowed, if in the Manager's judgment it will conflict with the District program, or reduce a person's ability to satisfactorily perform required duties.
  • Any person hired in this position must be bondable.

Mosquito Laboratory Specialist Orange County

ABOUT THE POSITION
Under the general direction of the Director of Scientific Technical Services, provides assistance in the collection, analysis, and recording of vector-related field and laboratory data associated with the District’s programs; assists other Scientific Technical Services staff in various administrative and clerical duties; performs detailed and highly responsible management of biological records and administrative work, including data input and generation of reports and graphs, GIS mapping, and record keeping; processes payroll, time sheets, and warrants; performs other duties as required.

ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.

  • Assists the Director of Scientific Technical Services in data management.
  • Assists Scientific Technical Services staff as needed in preparing budget expenses, purchasing of supplies, and processing payroll and payment of bills.
  • Assists in the preparation of reports, graphs, maps, brochures, and presentations.
  • Provides information to the public on vector-related matters.
  • Prepares finished copy from a variety of recorded data sources, including daily work sheets, reports, drafts and other written and verbal sources.
  • Manages the Scientific Technical Services Department’s computer, periodical, and book references of literature in vector ecology and related fields for the technical library.
  • Provides information and generates reports for other departments when required.

QUALIFICATION GUIDELINES
Knowledge of:

  • Office software applications: Microsoft Word®, Excel®, PowerPoint®, and Access®.
  • GIS mapping software and California Vector-borne Disease Surveillance (CalSurv) reporting system.
  • Communication skills and techniques for transmitting information and instructions to the general public, and private agencies, and all levels and functional areas of the District.
  • Principles of composition for report writing and preparation of a variety of written documents using a personal computer.
  • Correct English usage, grammar, spelling, vocabulary and punctuation.
  • Biological principles and practices.
Ability to:
  • Interpret, apply and organize biological data.
  • Define problems, and gather, organize, and analyze information leading to sound conclusions.
  • Work with a high degree of independence.
  • Prepare both summary and detailed reports.
  • Communicate with the public in a tactful, courteous and professional manner.

EXPERIENCE AND EDUCATION GUIDELINES
Any combination equivalent to experience and education that could likely provide the desired knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

Experience: Two years general work experience; experience in data management, training in computer applications, GIS mapping software and dealing with the public on vector-related issues is desirable.

Education: Bachelor’s degree in biology or related sciences.

LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS

  • Possession of a valid and appropriate California driver’s license is a condition of continued employment.
  • If not in possession, incumbents in this class must apply within six (6) months and obtain California Department of Public Health certification in the areas of Mosquito Control, Terrestrial Invertebrate Vector Control, and Vertebrate Vector Control within two (2) years of the date of employment as Laboratory Specialist, or be subject to termination from the District. Failure to maintain vector control certifications will result in separation from the District. See California Code of Regulation, Title 17, and Section 30055 for certification requirements.

SELECTION PROCESS
Applications shall be obtained from Orange County Vector Control District, 13001 Garden Grove Blvd., Garden Grove, CA 92843. Applications may also be downloaded from the website at www.ocvcd.org. Application materials will be screened for qualifications. Those determined to be most qualified for the position will be invited to participate in the selection process which may include, but not be limited to: District Application (Qualifying), Written/Practical Exam (Qualifying), and Oral Interview. All selected candidates may be subject to a background check which may include, but is not limited to: Federal and County criminal search, Department of Motor Vehicle check, and past employment verification.

A conditional offer of employment is contingent upon a candidate’s successful completion of the background review, which may include fingerprinting, and completion of a pre-placement medical exam including a drug/alcohol screening. Special accommodations for legal disabled persons can be made, if a written request accompanied by proper documentation is submitted five (5) days prior to testing.

SUMMARY OF BENEFITS
Paid Vacation – All full-time employees accrue 80 vacations hours per year, 120 hours at three years and up to a maximum of 160 hours at ten years of employment.
Sick Leave – Ninety-six (96) hours per year are earned on an accrual basis commencing from date of hire.
9/80 Schedule – Two shifts rotate every other Friday off. May be assigned to work a varied schedule including weekends, evenings, and holidays.
Holidays – All District employees receive twelve paid holidays per year.
Tuition Reimbursement – Employees may receive up to $2,000 per fiscal year to attend accredited colleges.
Insurance – Medical, Dental, & Vision - The District contributes a monthly allowance of $395 - $1,027 per month dependent upon employee’s level of coverage (or a reimbursement in lieu of District’s medical benefit). This allowance is to be used towards medical, dental, and vision coverage. Medical coverage includes choice of any of the area health plans offered by CalPERS (California Public Employees’ Retirement System).
Life Insurance and Other coverage - A term life policy of $75,000 is provided with premiums paid by the District. Accidental death & dismemberment (AD&D) and long-term disability coverage are also provided at the District’s expense. Section 125 & 129 flexible spending accounts are also available.
Retirement – The District is a member of CalPERS (California Public Employees’ Retirement System). The District provides a 2.0% at age 55 retirement benefit, with the District currently paying 100% of the employee and employer amount. Full-time permanent District employees are not members of the Social Security System.
Deferred Compensation – The District provides a $100 per pay period matching deferred compensation benefit.

ABOUT THE ORANGE COUNTY VECTOR CONTROL DISTRICT
The Orange County Vector Control District is a special district governed by a Board of Trustees composed of 35 members, of whom 34 members are each appointed by the city they represent within the District, and one Board member is appointed by the Orange County Board of Supervisors and represents the unincorporated area of the County-at-Large. The District maintains a year-round operational control, and disease surveillance program for mosquitoes, rats, flies, and fire ants.

Regional Supervisor Butte County 
Mosquito and Vector Control District

Regional Supervisor

A Regional Supervisor must meet all the requirements for a Mosquito Control Specialist, and in addition is required to have demonstrated leadership qualities and be able to function with a minimum of direct supervision.

Specific required abilities include:

  • Be able to plan, organize, instruct and supervise the activities of mosquito control specialists and seasonal workers.
  • Ability to take management direction, communicate well with fellow employees and the public
  • Make and maintain contacts with other agencies
  • Respond to questions and complaints regarding the District’s program
  • Possess public speaking skills in order to be able to give presentations on the District’s control program before clubs and provide interviews to the media.
  • Be able to plan and conduct the Districts monthly safety briefings, train new employees in the safe use of pesticides, equipment, calibration and vehicle use and provide training on the District’s control program during Regional Continuing Education training programs
  • Must be able to hear, read, speak and understand English and be able to communicate effectively both orally and by writing letters and reports regarding the District’s control program
  • Must be able to plan, prioritize and supervise day-to-day and nighttime control activities, including back checking of areas to insure that mosquito control tasks have been accomplished and daily review of field work records
  • Be able to effectively evaluate the performance of field staff
  • Be computer literate and able to use District software to review and assess work records of surveillance and pesticide applications.

Educational Requirements

A Regional Supervisor is required to have a minimum of four years education and a Bachelor's degree or equivalent with course emphasis in entomology or agronomy, biology or a similar curriculum with emphasis on control of invertebrate pests, and four years of experience in pest control, including three years of experience in safe mixing and handling of pesticides. One additional year of qualifying education may substitute for the required experience in handling pesticides. An Associates of Arts degree and four years experience may be substituted for the four years of college required for this position.

Other Requirements

Must possess and retain at a minimum a valid California drivers license class c or if from out of the state have a valid drivers license and obtain a California driver’s license within three months of the date of hire. A person in this position must be bondable, must have and maintain a safe driving record and be able to safely drive during the day and night. A person in this position must be also be certified or be able to obtain certification within one year in mosquito, vertebrate and invertebrate control by passing the required tests administered by the California Department of Health Services.

A Regional Supervisor may be assigned other tasks, as the District program requires.

No outside employment is allowed, if in the Manager's judgment it will conflict with the District program, or reduce a person's ability to satisfactorily perform required duties.

Any person hired in this position must be bondable.

Anyone employed as Regional Supervisor at the time these amendments are adopted shall be considered to have met the education/experience requirements for this position.

Operations Biologist 
Mosquito & Vector Management District of Coachella Valley

Operations Biologist

The Coachella Valley Mosquito and Vector Control District (CVMVCD) is accepting applications for the position of Operations Biologist (Biologist). Under the direction of the District Operations Manager, this position studies basic principles of vector control, reviews and comments on various types of developments for vector production, and suggests ways to mitigate vector and nuisance species production. The Red Imported Fire Ant (RIFA) program activities include surveys, colony treatments, post-treatment abundance monitoring through baiting, as well as providing consultation and informational services to governmental agencies and private industry, and related duties as assigned.

DUTIES AND RESPONSIBILITIES:

The duties and responsibilities include, but are not limited to the following:

  1. Cooperates with Field Supervisors in evaluating RIFA control activities, assists in conducting operational surveys and evaluation of applied chemicals, as assigned;
  2. Cooperates with Vector Ecologist in conducting entomological surveys and field operational applications to improve control effect of Operational Department;
  3. Performs computer data entry and operation, database design, GIS system management, integration of data with other governmental agencies, and other information systems work, as needed;
  4. Works with cities and other agencies in regard to best management practices (BMP) and reduction of urban vector and nuisance species sources;
  5. Collects and analyzes data to determine environmental effects of currently used and potential products for suppression of vectors and nuisance species;
  6. Serves as a technical advisor to Operations Manager, other agencies, and the public, in regards to BMPs;
  7. Assists in the District’s mosquito, eye gnat, rodent, or other programs with control, monitoring, or disease surveillance;
  8. Performs related work as required.

QUALIFICATIONS:

  • Four-year college degree in biological sciences, agriculture, science, or related field. Graduate education is desirable, but not required.
  • Three years of increasingly responsible work in biology or equivalent experience.

REQUIREMENTS:

  • Knowledge of vector control field operations, including the use of insecticides, safety precautions, and effectiveness of different types of control materials under various field conditions.
  • General knowledge of vector ecology and the breeding and living habits of vector insects.
  • Ability to keep and compile records and prepare written reports, to work cooperatively and effectively with other employees and the public, and to evaluate situations accurately and adopt an effective course of action.
  • Ability to operate a vehicle observing legal and defensive driving practices.
  • Possession of a valid California Drivers license and driving record acceptable to CVMVCD insurance carrier.
  • Possession of, or ability to obtain within one (1) year of employment, valid certification by the State of California as a Certified Technician in mosquito control, terrestrial invertebrate control and vertebrate control.
  • Incumbents may be exposed to hazardous control materials, venomous insects, vectors and vector-borne diseases, rough terrain, inclement weather conditions, vicious animals, poisonous plants and animals, and may deal with irate or antagonistic individuals.
  • Incumbents must be physically able to perform manual labor, lift weights in excess of 50 pounds, walk long distances, traverse rough terrain, work under harsh weather conditions, and operate specialized vector control equipment.
  • Successful completion of pre-employment physical examination.

Other relevant knowledge and abilities may be considered in-lieu of, or in addition to, the foregoing.

PHYSICAL DEMANDS:

  • Ability to demonstrate measurable visual depth perception and color vision; have a minimum of single-ear aided hearing.
  • Ability to demonstrate physical stamina to frequently* operate a motor vehicle; show coordination of eye/hand/foot; use fine manipulation by hand.
  • Ability to regularly* stand for extended periods of time; sit for extended periods of time.
  • Ability to wear protective equipment such as hip waders, bee suits and rubber boots, as needed.
  • Ability to work alone at times and/or without direct supervision.
  • Ability to tolerate insect bites and bee stings.
  • May be required to be vaccinated for various diseases to which employee may be exposed in the course of work.
  • Ability to occasionally* walk on even surfaces.
  • Ability to periodically* traverse uneven ground such as fields, dirt banks, stream beds, and shallow ponds carrying equipment and materials up to 50 lbs.; operate specialized equipment such as boats, all-terrain vehicles, hovercraft, and other mechanized equipment; use gross manipulation by hand; carry items; perform repetitive motion associated with computer usage; climb a ladder and operate spray equipment; bend; twist; crawl; balance; lift; push; perform simple grasping; power grip; squat/crouch; kneel; reach; climb; pull; smell.

Periodically – Activity or condition exists up to 25 percent of the time.
Occasionally – Activity or condition exists from 25 to 50 percent of the time.
Regularly – Activity or condition exists from 50 to 75 percent of the time.
Frequently – Activity or condition exists 75 percent or more of the time.

ENVIRONMENTAL CONDITIONS

  • Approximately half of the work is performed in extremely high temperatures which may include the requirement that heavy protective gear and equipment be carried. Extreme dryness is present most of the time, although some weather conditions or locations include humid conditions. The employee will be exposed to hazards which include insect bites, chemicals, fumes, and dust.

Compensation Range: Approximately $4,369 to $5,310 per month plus generous benefit package, currently including CalPERS (7% employee contribution paid by District), health insurance for employee and family, life insurance, disability insurance, and deferred compensation (3.825% paid by District in addition to any employee contribution); two weeks vacation, floating holiday, plus 12½ paid holidays annually.

Programs Supervisor - Mosquito Program

JOB SUMMARY:

Position oversees, provides direction, and evaluates a mosquito-borne disease surveillance and response program. Coordinates and facilitates field employees, in their assigned areas of Contra Costa County, in achieving program goals and objectives.

QUALIFYING TRAINING AND EXPERIENCE:

A combination of training and experience which demonstrates that a person has obtained the required knowledge and skills and is able to perform the required work (with reasonable accommodation, if needed). Successful completion of a pre-employment physical examination will be required. A person with the following combined training and experience would typically qualify to compete in a selection process: Graduation from high school or equivalent and two years of accredited college course work in a pertinent discipline AND five years experience in the vector control field or related field AND competent administrative skills (time management, speaking, writing, computer).

CERTIFICATION:

Incumbents are expected to obtain State certification in the areas of Mosquito Control, Terrestrial Invertebrate Vector Control, and Vertebrate Vector Control within two years of the date of employment. Failure to obtain and/or maintain vector control certifications may result in termination of employment.

ALSO REQUIRED:

(1) A valid California class C driver’s license. (2) Must be physically able to perform manual labor, lift weights in excess of 25 pounds, walk long distances, and traverse rough terrain.

Environmental Health Services has vacancies for Public Service Employees who conduct survey activities for the Vector Control Program. 

Duties include:
• Performing survey/sampling activities.
• Collecting samples and performing field analyses.
